Yesterday was my first visit to our central registration and benefits centre for refugees, the State Office for Health and Social Affairs, LaGeSo for short.<\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"59f2d-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$59f2d\"><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"59f2d-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$59f2d\">I saw many things with my own eyes that I only knew from media reports - countless people sleeping on the streets, huge crowds desperately trying to get a coveted seat on the bus that leads to the emergency shelter, etc.<\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"59f2d-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$59f2d\"><\/div>\n<h3 class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"59f2d-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$59f2d\">Typical daily routine of a Berlin refugee:<\/h3>\n<blockquote>\n<ul>\n<li class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"59f2d-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$59f2d\"><strong>Get up before 0.00.<\/strong><\/li>\n<\/ul>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"59f2d-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$59f2d\">Get ready. Lots of crowds because everyone is desperate to get in. There are injuries practically every day.\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"6mpv7-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$6mpv7\"><\/div>\n<ul>\n<li class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"6mpv7-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$6mpv7\"><strong><span data-offset-key=\"6mpv7-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$6mpv7.0:$6mpv7-0-0\">4.00 - 20.00 Waiting<\/span><\/strong><\/li>\n<\/ul>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"f68st-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$f68st\"><span data-offset-key=\"f68st-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$f68st.0:$f68st-0-0\">Waiting in the grounds with several hundred others in the hope of getting your turn today. If you're lucky, you get your turn in one day. Refugees say there are only thirty of them per day. I think that's a bit of an understatement, but it's clear that it usually takes 7 days and nights or even 14. Then you might have a 14-day break before you have to queue again for a stamp, a permit or a place to stay overnight.\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"1e93k-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$1e93k\"><\/div>\n<ul>\n<li class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"1e93k-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$1e93k\"><strong><span data-offset-key=\"1e93k-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$1e93k.0:$1e93k-0-0\">20.00 - 24.00 Sleep<\/span><\/strong><\/li>\n<\/ul>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"fr3tn-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$fr3tn\"><span data-offset-key=\"fr3tn-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$fr3tn.0:$fr3tn-0-0\">Travel \"home\" to the hostel or emergency accommodation. If that is too far away, you stay at the LaGeSo.<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"e69cj-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$e69cj\"><span data-offset-key=\"e69cj-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$e69cj.0:$e69cj-0-0\">\u00a0<\/span><\/div>\n<\/blockquote>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"3vvma-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$3vvma\"><span data-offset-key=\"3vvma-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$3vvma.0:$3vvma-0-0\">Yesterday, a refugee whose arm was recently broken during a rush to the LaGeSo told me: \"<em>I can't believe this is Germany.\"<\/em> I can hardly believe it either.\" <\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"aqso8-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$aqso8\"><span data-offset-key=\"aqso8-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$aqso8.0:$aqso8-0-0\">\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"blr89-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$blr89\"><span data-offset-key=\"blr89-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$blr89.0:$blr89-0-0\">How is integration, learning German, arriving in this city supposed to succeed?<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"3b4c1-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$3b4c1\"><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"a5b11-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$a5b11\"><strong>Ideas for change<\/strong><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"907hb-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$907hb\"><span data-offset-key=\"907hb-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$907hb.0:$907hb-0-0\">I realise that it is a heavy workload for the employees of the authorities. And I have great respect for the employees who do their work day after day under great time and emotional strain.\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"e64l6-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$e64l6\"><span data-offset-key=\"e64l6-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$e64l6.0:$e64l6-0-0\">\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"ag9hb-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$ag9hb\"><strong><span data-offset-key=\"ag9hb-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$ag9hb.0:$ag9hb-0-0\">Nevertheless, I see a number of ideas and opportunities to improve the situation:<img loading=\"lazy\" decoding=\"async\" class=\"alignright size-medium wp-image-3762\" src=\"https:\/\/kerstinhack.de\/wp-content\/uploads\/2015\/11\/12189019_10206022048805240_3684194413684169467_n-180x300.jpg\" alt=\"12189019_10206022048805240_3684194413684169467_n\" width=\"180\" height=\"300\" \/> <\/span><\/strong><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"f4suu-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$f4suu\"><span data-offset-key=\"f4suu-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$f4suu.0:$f4suu-0-0\">- Some tasks of the<strong> LaGeSo to be decentralised<\/strong> and set up branch offices in the districts (mobile medical teams, extensions, etc.). Perhaps set up \"Refugee Centres\" along the lines of the Job Centres.<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"ea5i1-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$ea5i1\"><span data-offset-key=\"ea5i1-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$ea5i1.0:$ea5i1-0-0\">- The Berlin Senate has long since decided to <strong>Health card<\/strong> for refugees, so that refugees do not have to obtain authorisation for cost coverage with every prescription - and as in one case (man with heart disease) - have to queue for seven days and nights.<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"8bme9-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$8bme9\"><span data-offset-key=\"8bme9-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$8bme9.0:$8bme9-0-0\">- <strong>Stop GEZ:<\/strong> Do not send refugees requests to pay licence fees (no joke, this works smoothly as soon as they have an address! \/ picture)<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"8bme9-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$8bme9\"><span data-offset-key=\"8bme9-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$8bme9.0:$8bme9-0-0\">- <strong>Set up pick-up points<\/strong>where people who only need to collect processed papers can go instead of queuing in the huge queue<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"12e0n-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$12e0n\"><span data-offset-key=\"12e0n-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$12e0n.0:$12e0n-0-0\"><strong>- Longer authorisation period:<\/strong> Authorisation for hostels to extend emergency accommodation to the statutory maximum period so that people don't have to queue every few weeks, but less often<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"12e0n-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$12e0n\"><strong>- Use the Internet:<\/strong> There is Skype, email, scanners, apps. Not all administrative processes have to be carried out live on site. This is the 21st century after all. It would be brilliant if Berlin, as an innovative, modern city, were to develop models for streamlined, virtual administration. Many programmers would be happy to make a contribution - possibly even for free for the refugees.<\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"5i3f0-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$5i3f0\"><span data-offset-key=\"5i3f0-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$5i3f0.0:$5i3f0-0-0\"><strong>- Hostels pay faster:<\/strong> Many hostels refuse to accept refugees because it takes months for them to receive the money from the Senate. Independent, smaller hotel operators simply cannot afford this financially.<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"5i3f0-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$5i3f0\"><span data-offset-key=\"5i3f0-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$5i3f0.0:$5i3f0-0-0\">- <strong>Electronic queue management<\/strong> (as far as I know, this has already been created by programmers, but rejected by the authorities).<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"auhqm-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$auhqm\"><span data-offset-key=\"auhqm-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$auhqm.0:$auhqm-0-0\"><strong>- Open tents:<\/strong> The existing heated tents should also be opened at night for the people waiting, not just from 4.00 am. At least for the women, families and children. Better still for everyone.\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"40t6r-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$40t6r\"><span data-offset-key=\"40t6r-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$40t6r.0:$40t6r-0-0\">\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"af979-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$af979\"><span data-offset-key=\"af979-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$af979.0:$af979-0-0\">I hope that the first experience new Berliners have of our city is one of efficiency and warmth. That would be wonderful for the people and for our city. <\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"1l82h-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$1l82h\"><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"1l82h-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$1l82h\">\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"8timk-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$8timk\"><strong><span data-offset-key=\"8timk-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$8timk.0:$8timk-0-0\">How you can help<\/span><\/strong><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"c4jr0-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$c4jr0\"><span data-offset-key=\"c4jr0-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$c4jr0.0:$c4jr0-0-0\"><strong>- Writes to the Senate<\/strong> the politicians in your district. You are welcome to use my description and suggestions. After all, the people they are responsible for are also waiting there<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"327pj-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$327pj\"><span data-offset-key=\"327pj-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$327pj.0:$327pj-0-0\"><strong>- Goes to LaGeSo one evening a week<\/strong>\u00a0go alone or with your youth group or church or a few friends in the evening, with tea, biscuits, warm clothes and blankets and encourage and support the people waiting. <\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"32phi-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$32phi\"><span data-offset-key=\"32phi-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$32phi.0:$32phi-0-0\">- <strong>Accommodation:<\/strong> If you know people or communities who live relatively close to the Lageso (Turmstrasse, Berlin Moabit): Ask them to provide a place to sleep from 20.00 - 24.00. Many refugees do not manage to travel from Turmstrasse to Spandau, Rudow, Lichtenberg etc. because they have to queue up again anyway. <a href=\"http:\/\/place4refugees.de\" target=\"_blank\" rel=\"noopener noreferrer nofollow\">Place4Refugees<\/a> are grateful to anyone who offers accommodation for one night or more.\u00a0<\/span><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"7sdu2-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$7sdu2\"><span data-offset-key=\"7sdu2-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$7sdu2.0:$7sdu2-0-0\"><strong>- Pray for more efficient structures,<\/strong> Light, love and life on all levels of the LaGeSo.\u00a0<\/span><\/div>\n<\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"7sdu2-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$7sdu2\"><\/div>\n<div class=\"_209g _2vxa\" data-block=\"true\" data-offset-key=\"7sdu2-0-0\" data-reactid=\".8u.1.1.0.1.0.0.$editor1.0.0.$7sdu2\">Thanks for reading!
